Do these characters/people look similar?

Spalding (Lex Luthor’s assistant) and the 10th Doctor:

Sex-Bot Cyborg companion Lois Lane and Zooey Deschanel.

It's the eyes and hair mostly.

Both panels are from Action Comics #890.
